No, you cannot do fresh registration in Bihar second round state counselling.

choice filling for both the rounds are done during the first round itself.

the second round schedule of bihar neet counselling is as follows:

• 2nd Round provisional seat allotment result publication date= 6th march 2022
• Downloading of Allotment order (2nd Round)= 06.03.2022 to 11.03.2022
• Documents Verification and Admission (2nd Round) = 07.03.2022 to 11.03.2022

As per the latest schedule released by BCECE , 2nd round of NEET UG counselling of Bihar will start from February 27th 2022, as the provisional allotment result for round 2nd will be released on the same day and downloading of allotment letter and for upgradation of allotted seat the period is decided as February 27th to March 6th, 2022 and for document verification and admission through Round 2nd will be conducted from March 1st and will end up on March 6th 2022.

But note that you cannot directly apply for round 2nd because the registration facility for Bihar NEET UG counselling was only one time i.e. before round 1st so now you cannot register for NEET UG counselling of Bihar.
