Let me answer your query as you to get addmision for an undergraduate course so you atleast need to have 60% in your 12th standards. Now speakng of JNU as of now jnu is not offering any course in undergraduate programm as it is purely based on research based institute so for that if you are living in or planning to stay in Delhi NCR so you can try for Delhi University for B.com programm.
About BHU there is a admission test that has been conducted by BHU i.e UET and it's cut off lies between:
General: 192, OBC:173, SC:115, ST: 75
