What should be my kcet marks in order to get ranking less than 10k, puc percentage being 82% ??

its amazing that you are expecting to get 82%, well in case of K-CET you need to get bit well marks, favourably if get 100-120 from all the 3 subjects you can easily get bellow 10k rank as your puc marks are good enough supportive to get your expected rank
