Metallurgical Engineering in general is a very good choice , but as far as IIT Patna is concerned it is a very new Insititute and secondly its Metallurgical Department is only a year old and lacks in experienced faculty, curriculum and research facilities as well as employer outlook.
As far as NIT Kurukshetra is concerned it is one of the best old technical institutes in North India for Mechanical Engineering next to IIT Delhi , IIT Roorkee and PEC Chandigarh. The institute has good infrastructure, faculty and research facilities. Located near Industrial hubs at Delhi, Gurgaon, Chandigarh and Noida further provides impetus to training and placement oppprtunities. Most of the Top Companies like Tata Motors, Honda, GE, Trident, Mahindra, Maruti Suzuki, JSW, Vedanta recruit from the campus. Besides this, it provides in depth education at almost half the fee charged by BITS Hyderabad, so also provides good Return on Investment.

IIT Patna: The Indian Institute of Technology, Patna (IIT Patna) was founded by the Ministry of Human Resources Development on 6 August 2008. The Institute shall be an autonomous entity. Internationally, IIT Patna was ranked 141 among the BRICS nations by the 2019 QS World University Rankings. The National Institutional Ranking System (NIRF) also ranked 22nd among Engineering Colleges in India in 2019 and 58th overall.
The National Institute of Technology (NIT), Kurukshetra, was established in 1963 and is an Institute of National Importance. It is one of the 31 NITs set up by the Government of India to provide best-in - class technical education to students. The Institute was ranked 27 for Engineering by Week 2020 and 40 for NITs by NIRF 2020.
Birla Institute of Technology and Research, Pilani-Hyderabad Campus is one of India's leading higher learning technological and scientific institutions, which began operating in 2008. It is widely known as BITS Hyderabad and is the youngest of the four BITS Pilani physical campuses. The Institute offers almost 40 courses in 12 departments providing the required academic and administrative support.

Of the three Institutes that you have shown interest in taking admission, I would really recommend you to take admission in IIT Patna instead of the two other Institutes.
Both IIT Patna and NIT kurukshetra are government engineering colleges, but in terms of ranking, IIT Patna stands at 26 and NIT Kurukshetra stands at 40. Furthermore, in terms of placement prospects, companies recruiting metallurgy engineers offer an average package of atleast 10 lakhs whereas, in NIT Kurukshetra, placement companies give an average package of 5.6 lakhs per annum for the mechanical engineers. Now, in terms of growth and prosperity, I believe that is quite a difference and one of my main reasons for considering IIT Patna over NIT Kurukshetra. In addition to all of this, you will have the backup of an IIT tag.
The one positive side from NIT Kurukshetra is that it charges less fees of only 5.5 lakhs as compared to the 8.5 lakhs charged by IIT Patna. In terms of area, IIT Patna is definitely quite larger, but in all other aspects like facilities provided and infrastructure, everything is almost equal.
Although, BITS Hyderabad is a slightly better ranked Institute than NIT Kurukshetra, still it charges a lot of fees in comparison. In four years of time, the amount of fees it charges is close to 19 lakhs and that I think is quite a lot.
