The eligibility criteria to appear in UPSC Civil Service Exam is passed graduation in any discipline from a recognized university, there is no barrier on terms of belonging to specific stream, you can pursue any stream, now the question arises you want to go with a back up plan or without it, when it comes to toppers of this exam they come from diverse backgrounds hence you can choose to pursue a career in medicine, engineering, commerce or any other degree course, you can do this if at this moment you are not sure of only pursuing UPSC, however if you are only focused in this exam, then having graduation in subjects like Political science, public administration, geography, economics, history etc can help you as UPSC tends to be more humanities oriented and there is considerable overlap with general studies and optional subjects.
