After completing your 12th from Computer Science, you can go for a professional course like BCA (Bachelor's of Computer Application). It's a three years Undergraduate Programme in which you will learn about Computer programming. The only Eligibility to take admission in this course that the Candidate must have Studied 12th with Mathematics or Computer Science with minimum 45-50 percent marks (well the Minmum percentage Depends on the University you're willing to take admission into).

Now it is totally depends on the College or Institution that what is the procedure to give Admission for BCA course. Some Universities offers admission on the basis of merit while some Conducts Entrance Test. You can go for B.Sc Computer Science as well if you have Studied Physics Chemistry and Mathematics is your 12th. Even for this course Admission will be either based on merit or entrance.
