see after clearing diploma in computer engineering you may go for btech, however if you are interested in website developer you may do 6 month course on web development then you may work as an website developer. see TCS, wipro like service based companies hire graduate btech pass students, but you may work in startup companies if you have skills. now you may choose b.tech if you are interested for graduation in engineering field.

Yes I would definitely encourage you to take up a degree course. Even though diploma is quite popular these days it is hard to find good jobs with just a diploma. B.Tech or B.E would be a good option. You'll directly be allowed to do second year without having to complete first year (lateral entry).
You may also try MBA.
