As you have already told you could not clear JEE mains this year, despite dropping, I would say you need to o introspect what went wrong. The drop for 3rd attempt is really not the risk worth taking. Think it like this way, you have a chance that's why you are thinking about next year, what if next year also, same thing happens? You won't even have any chance anywhere. Moreover one more technicality as you mentioned is that the placement people will be questioning why it took 3 attempts for you to get yourself a college and this really diminishes your prospects against some fresh batchmate. I would suggest you to move on from this and take CSE in any college and work hard to kick-start your career. Colleges don't play determining role in your career, your hard work does.
Again if you really think there was something not within your capabilities which resulted in your bad result, you can take a partial drop. But I would suggest you to not go for a third time drop. The risk is a lot and usually aspirants don't perform that well in their third attempt, sometimes just out of fear of future.
Still the decision is purely yours and I can only say you to analyse your current situation, your future prospect and then take a decision. I can just guide you that even with a good college you have to work hard for your career and in a decent college, you just need more determination to get success that's the only major difference. This is a big dilemma for many students. This is generally suggested as a good option and the reasons put forth for this is that you need not waste one year and put your career back by one year. There is no guarantee that you may score exceptionally well hence it is better to take the admissions offered. Time is money and since studying at home is an option preferred by very few, another year of coaching will cost. This can be used towards the college fees for the first year of engineering.

Dont misjudge me I personally think that you should not take one more year drop because as you said you are still a dropper and still you cannot qualify jee mains so if you again take a year drop might you qualify the exam but then just quapify jee mains wont do any great to you you cannot take admission into any prestigious college of engineering like nits with just qualifying and theres no sign of your getting good score.
So it would be better take admission into any reputed private institutes with your desired branch. And focus on your btech profile your 10th grade wont do any trouble to you if you will make a astounding btech profile even you can showcase a mirror of from 10 th standard 52 percent to btech scholar .

Don't be upset about your 10th marks. Trust me, it wouldn't matter. So, the first thing you have to do is forget your 10th. what's gone is gone.
Depression is a really serious issue, if you feel it's serious then get in touch with a doctor.
About drop, if you feel that you can do good next year then take it or else if you feel this depression is taking over you, then join a college then try for mains. If you clear it next year, then go for it. If not, then continue with your studies. College wouldn't actually matter if you are really determined to build your career.
