Fashion designing is a course that needs creativity, ideation, critical thinking, knowledge about trends and other skills like sketching and rendering.

There is no restriction as to which stream you should choose in class 11. You can take any stream of your interest science, arts and commerce.

But as it is said, science is comparatively difficult. If you are sure about doing only fashion designing only then you can take arts so that you have less burden. You can take out time to explore your creative side and enhance your skills. You can also prepare for the entrance test.
