hello,
Normally, the procedure goes like this, after you get the results,
At the beginning of the counselling procedure you will have to fill a list of branches in the order of preference. In round , you will be given a seat in the first vacant branch(according to your CET rank) starting from the top. Now, you can either freeze the selection or wait for round 2.
As the admission process moves forward some students from higher branches may leave their seat. This is where internal sliding comes in. If there are enough vacant seats in the branch above your alloted branch, you will be alloted that branch. This goes on till round 3. In round 3, you have to freeze your choice or you lose the chance to get any seat in IPU.
If you freeze your seat at any point, thats it you will be studying in that college in that branch. If however you didn't freeze the selection, you are now proceeded to spot counselling. This is where the last of the seats are filled. If you have been allocated any seat either in 1st, 2nd or 3rd round of counselling, you can still participate in spot round/open house counselling.if you have freezed your seat and submitted the whole fees it will be transfered to the new allocated college in spot round or else it will be refunded after a deduction of 3000 rupees after submitting an offline application and most importantly the seat that you have been allocated in any previous round still be regained and safe as you have submitted the whole fees, if you are not getting any seat in spot round.
hope it helped.
