If you don't have non creamy layer certificate for obc then you can't apply for this. Because it's comes under if your family income less than 8 lakh per annum and no agriculture and land available then you are under this category. And creamy layer obc means your family income 6 lakh per annum in consequence 3 years. The main things both are under OBC category. But non creamy layer obc get more benefits for job and examination sector than creamy layer obc.
