Under the 15% All India quota, you can apply for any state in India except Jammu and kashmir irrespective of you having domicile of that state or not. Suppose, you have applied for delhi in your 15% All India Quota and you don't have the domicile of delhi. Then, the 85% quota will be filled by the delhi domicile students and the rest 15% would be filled by the students who opted for Delhi in their 15% All India quota as per their ranks. So 15% All India Quota depends on the student's choice and 85% depends upon the domicile of the student. You can opt for any state you wish to join a college in your 15% All India quota except Jammu & kashmir.
You have to fill in your State of Eligibility. This is because then it is easier to be understood that you will be eligible for the rest of the States for their 15% All India Quota excluding Jammu and Kashmir and Ladakh.
