Hope you are talking about regional institute of medical sciences, Imphal which have total of 13 seats for tripura state Candidates. It's not 11 seats for EWS.
So cut off for different categories in tripura for rims, Imphal for 13 seats was
Gen - 515 ( Air 74760)
OBC- 583 (Air 28830)
SC- 503 ( Air 84229)
ST- 435 ( air 145538)
EWS seats were not allotted last year. It may be somewhat lower than Gen category candidate.

Yes there was counselling for 11 EWS seats for NE category. I'm not talking about the 13 seats from Tripura. On Dec 14
they had published the list of candidates for counselling of 10 UR seats of NE category and 11 Seats for NE EWS category.
The 13 seats for Tripura are different.
