Hello,
UPSC releases the cutoff for all the stages after the final result is declared. UPSC IAS cutoff for prelims as per category is given below.
Prelims
Gen - 105.34
OBC- 102.66
SC /ST - 88.66
PH-1 - 85.34
PH-2 - 61.34
PH-3- 40.00

The cut-off score for UPSC exam is the lowest score that candidates must obtain to qualify the different stages of Civil Services Examination Preliminary, Mains and Interview. Only those candidates who are declared by the UPSC to have qualified the Preliminary examination in the year will be eligible for the Mains examination. UPSC declared the list of candidates who have qualified for UPSC Civil Services 2017 Mains examination based on the criteria of the minimum cut off marks, which is 33% in General Studies Paper II of Civil Services (Preliminary) examination.

For Prelims - General was 116, OBC - 110, ST - 96, SC - 100...
For Mains - General - 787, OBC - 745, SC - 739, ST - 730...

Typo error, the previously mentioned scores were of 2016.... Actual Score of 2017 UPSC would be announced after the Interview gets done... Though the expected prelims cutoff is between 104-107 I'll let you know, one's they announce,,, All the best
