Well, the best way is to check out the ranking of college. MHRD releases All India Rankings of all the colleges/ institutes/ universities. These are based on many parameters like placement records, alumni, startups, students going for higher education, teachers- students ratio, research projects undertaken, educational qualification of professors, conferences held, performance of students, infrastructure, quality of education, laboratory facilities, etc. So, these are reasonably reliable. Also there are many websites that display rankings of colleges.

Some other things are also important like personal variables and city in which college is situated (sometimes colleges in large cities are helpful for projects, coaching for GATE/ CAT, etc.).
