what will be my rank if i am getting 130-140 marks in upsee examination and i am from bihar(general category)...?

With this score your rank would be between 30001-90000. As cut off is not released officially, this is the expected cut off. It depends upon the no of students appearing, qualifying, difficulty level of exam, last year's trend.
The cutoff will be announced in the form of Opening and Closing Ranks (OR, CR) for each round of counseling. These cutoffs may vary for different courses, colleges, and categories of candidates.

As you said you have scored inbetween 130 to 140 in upsee your rank will be inbetween 50001-90000. Do remember if your score is below 120 and above 199 your score will be varied. So, the above mentioned rank will be valid if you have scored 120 to 199
