The cut off will differ every year as of last year the cut off for last year was 701-134marks.
If you have joined in any college and then again got a MBBS govt college next year then the previous college should give you all orginal certificates but you need to pay their 1year fee or the 1st year sem fee .

Usually in some colleges there are rules that when you transfer from private BDS to govt medical or from prvt MBBS to govt college or from Govt BDS to Govt MBBS college you won't have to pay whole fees, and can have your documents back and it is usually valid for state quota seats within your own state, but usually in other states after taking seats by management quota and also in deemed university you have to pay whole course fee.
