The fee structure for Govt seats is 77,000/- and these seats will be based on merit only. Also, t his is quite difficult to provide you an exact marks range as it varies year to year but as per previous year cut off trend the closing rank in round 1 was 12588 so according to this much rank the safest score should be approx 530 or above so plan and prepare accordingly.
