I think you are confused between cutoff for MBBS colleges and cutoff for qualifying NEET.
The cutoff marks for qualifying NEET 2020 is 720-147 for general category and 146-113 for SC/ST/OBC category students. That means, students scoring less than 147(general) and 113(other categories) are not eligible for MBBS course.
Now, different colleges have different cutoff. Top medical colleges admit students first who have scored higher marks. Similarly, government colleges have higher cutoff marks than private medical colleges.
Now, EWS students have same cutoff marks as general unreserved . However, 10% of the seats will be reserved for them. THose candidates whose family income is less than or equal to 8LPA are eligible to apply under EWS quota.
