There are no KMAT seats as far as I know. Let me know the name of the college you are referring to. In all probabilities, you are referring to management quota seats only, when saying KMAT seats.
I think you are asking about the difference between
government quota and management quota
seats. Some colleges do have seats divided between government quota and management quota. Under the management quota, generally there are no further reservation, and the fees of these seats are higher compared to government quota seats, which are usually further divided into reserved categories (SC/ST/etc.)
Coming to management colleges offering MBA, some colleges do have their MBA programme seats bifurcated into government and management quota. For admission to government quota seats, colleges require PGCET scores (conducted by KEA), while for management quota admission, KMAT and other examination's scores such as CAT, CMAT, etc. are considered.
Take, for example, AJ Institute of Management. It has its MBA seats divided between government and management quota. For the former, it requires PGCET KEA scores, while for latter it accepts KMAT scores, along with CAT, MAT and CMAT. Now, the fees for a government quota seat is INR 25,000 per annum, while it is INR 2.55 Lakhs for two years course for management quota seats, which comes to about INR 1.275 lakhs per annum.
