when i apply for eamcet exam,i don't have ews certificate. After my exam i get that ews certificate now can i have any option to upload ews before my counselling or is there any chance to upload in counselling time

To apply for EAMCET exam, the student have to fill his application form very-very carefully as they don't give any further chance to make changes in the application form.
However, they provide a second chance facility to make changes only in the Application Form and after that your application form gets locked. For any reason they won't allow to make any kind of minor changes also.
So, if you have filled your Category as General and not EWS, then I am sorry to say that, in or before counselling procedure also, you'll be considered for General Category only . You are not allowed to change your Category after submitting the application form.
