Hello Aspirant,
As per the information brochure released by IIT Bombay for JEE-Advance 2022, the candidate should have OBC-NCL certificate issued on or after April 1st 2022 in consonance with the latest guidelines of the Government of India and suppose if you don't have the same then what you can do is you can upload a declaration in lieu of original certificate and later on when you will get your certificate then submit it to the college.
So you can apply for it either on April 1st 2022 or later on within 5 days means try to apply before April 5th 2022 because then after it will take some time in processing as well.

Also now, dates for JEE-Advance 2022 are out now and it will be conducted on July 3rd 2022 by IIT Bombay. For JEE-Advance 2022 the registration process will begin on June 08, 2022(10:00 IST) and will continues till June 14, 2022(17:00 IST).

Dear aspirant,
If you were to take my opinion then i would suggest you to make your obc NCL certificate on or after 1st April ,2022 because it is written in jee advanced brochure too that the date of issue should have been as mentioned above as that would be safer option.
