You can start your coaching in the final year itself if you can handle your studies and UPSC preparation, if not do it after graduation. Meanwhile, few things you can do on your own is get acquainted with the syllabus, start reading the newspaper such as The HIndu or The Indian Express on a daily basis, you can start with NCERTs book, these are for starters and will help you in building a strong base in your preparation.

When doing your undergraduation course, you can go for upsc IAS coaching if you are able to manage both. Age limit for giving UPSC exam is 21-32 years. So you have a lot of time to prepare during your bachelors degree, but for upsc don't ruin your degree result as it will be your back up plan if you doesn't get annu success there.
