Hello
You can start with any year of you graduation but most people take ias coaching in the last year of their graduation. Because academic is also important and most of the people focus first on academic rather then the entrance exam. Ias exam is not predictable so there is not an ideal time to start ,you can even start in your 2 nd year or even start after graduation.
If you are slow learner and take time to understand thing then you can start in 2nd year or if you are quick learner then you can start in 3 or last year of your graduation.
Good Luck
