When income certificate issued in name of a student is valid for five years in Karnataka and no further income certificate fo educational purposes issued until its expiry of [five] years' validity period. As his/her caste do not get changed amidst why not b the validity of EWS Cert too be 5 years ?
While we cannot dispute Government's guidelines, what we need to remember is that OBC,SC,ST reservations are given based on the Community that a Candidate belongs to. The Community of a Candidate will remain the same unless he/she decides to change his/her Caste. This is a constant factor. But EWS Reservation is given based on the Financial status of a person. And the financial factor is not a constant factor. It keeps changing. It keeps changing every year based on various factors. And so it makes only sense to review the financial situation of a person every year to determine whether that person falls under Economically Backward Category or not. Salaries increase and so do other means of income. And if that happens a person cannot be put under EWS reservation for the next 5 years assuming he will only be earning less than 8 lakhs from all his family sources. Income is a variable factor and so it is rightful to have the validity of an EWS Certificate to be minimised for just 1 year. And if that person's income is improved to 10 lakhs, he no longer falls under EWS Category and then it is wrong to think of availing benefits of EWS Category.
