SCRA exam has been discontinued since last two years and this year also chance is negligible...But if it will happen You will get the application form in october since exam helds in january.

Indian Railways has discontinued Special Class Railway Apperentice Examination (SCRA). The examination was conducted by Union Public Service Commission (UPSC).

According to your last year's record, form should be available by Sept or Oct, 2018. During these 2 months time, you will be able to fill the form and apply for SCRA.
