When should i make migration certificate , before seat allotment or after seat allotment ??

Hello,
Migration certificate is valid usually when you move out of the state from where you studied. So it should be applicable once you get a seat there. That is while you go for admission, you should have migration certificate with other certificates like TC, X, XII, caste certificates.
