If your exam is in February you can start prepare from August and with a continous study plan you can clear GATE with good rank. Refer to good books and previous year papers. Join good coaching Test Series too.

As per the change in eligibility criteria for GATE exam so now you can give exam during your third year also so you may get chance to score well twice during your B,tech.

So as per your question according to my opinion the right time to start study of gate exam is the starting of second year. As in the first year no any technical subject is introduced to you so you can't start the study but you may prepare for mathematics and general aptitude from first year also.
