I am guessing that you are asking about Medical College as your profile mention that you are a medicine aspirant and also you have mentioned Neet in your question.
Actually,
If you have not qualified Neet examination then you can not get admission in any medical college be it government or private , not even under management quota in private medical college
This is because,
Neet examination has been made mandatory to qualify to take admission in any medical college for MBBS, BDS etc
So, if you have failed to qualify Neet examination you cannot get admission in any college , leave India you cannot get admission in even abroad if you have failed to qualify Neet examination, as Neet is compulsory to qualify even for admission in abroad for medical or Dental College
So, I suggest you to prepare again for neet examination so that you can qualify it ,first of all go well through NCERT and master it , make routine or timetable and religiously follow it , it should revolve around study, practice and revision .After finishing each chapter you should practice questions of the same chapter and once you are done with complete syllabus, go through NEET mock test papers .
