when the pwd certificate (which is provided by 4 cities(kolkata /Mumbai/new Delhi/Chennai)) is collected by me after neet exam or before?

You need to have a PWD certificate before hand certified by a District Medical Officer. Once you appear for NEET and you are qualified, you need to visit any of the Disability Assessment Centres listed in the Information Bulletin at https://ntaneet.nic.in/ntaneet/ShowPdf.aspx? and get yourself evaluated. The Board will evaluate and give you a medical certificate whether you can apply for PWD quota in NEET counselling.
