Yes their is a limit you'll be informed about the time limit after every concelling round.

Yes. All the counselling rounds are first conducted. After the last round gets over, you will be informed about the reporting date by alloted institute. Generally reporting dates are in last week of July. But the fees can be paid till a later date; not mandatory on reporting day. (institute will inform about it).
