It depends on the education board and also on their decisions.There are ample education boards which regulate the education decision in 11th diploma.However most of the new batches of 11th diploma is starting from first week of August and also in some boards are deciding to start that from the last week of August.Keep an eye on the official website of your institution to know about the admission criteria.Admissions are supposed to start from last few days of May and in the beginning of June.

See depending on your state the entrance exam date will vary. As the results are declared for class 10th then gradually the notices will be released by different colleges for the admission in class 11th. As per now, most of the exams for 10th aren't conducted so you should wait for the results to comeout.
