It should've been out by now, but due to reasons unknown the release is being delayed.

Dear Student,
Admit cards were expected to be out by the second week of April. However, CBSE has not released it yet.
It should be out shortly. Keep checking the official website regularly.

There is no such official notification given by cbse regarding issue of admit cards of neet ug exam..however admit cards will be released by this week most probably..
