Indraprastha University(IPU) is a state university of Delhi that offers a number of courses including MBBS. To clarify your doubt, let me explain you about the seat distribution matrix:

The total MBBS seats are divided into 15% All India Quota and 85% State Quota. The AIQ counselling will be conducted by MCI and ofcourse, the colleges of IPU will be included for choices in AIQ counselling. The remanining seats are filled by IPU counselling. It is conducted by GGSIPU. The participating institutions are Army College of Medical Science, North Delhi Municipal Corporation Hindu Roa Hospital, Vardhaman Mahavir Medical College and Safdarjung Hospital and Dr.Baba_  Saheb Ambedkar Medical College and Hospital.
