there is no notice or any updates regarding merit list. you can check your self that you have qualified or not as you know the categorical cutoff. Look for colleges where you satisfy their eligibilty and selection criteria.

counselling starts from 10 june -15July 2019. You have to check the official site of UPSEE regularly to get the updates. They will open the portal very soon and the merit list also. Counselling is based on the merit list only.
