The state merit list and counselling procedure for neet PG for most States including Kerala will be out by the last week of February or atmosphere the first week of March and for Maharashtrian is already out and they will be published on the respective medical council website of the particular states and the proceedings will occur there after- verification of documents followed by online counselling portal held on the state medical council website itself which will allow the students to view the seat Matrix available for the different postgraduate courses across different streams and different colleges in the states and thereby of for the different choices and wires the subsequent rounds of counselling they will be alloted seats and different medical colleges which they will either accept, upgrade or reject in order to complete the proceedings

as far as i m concerened the NEET PG STATE MERIT LIST would be declared by this end of the FEB if not  it would be decalred by 1st week of march for sure dates arent confrimed yet, while the councelling would be done in the 3rd or last week of march 2019 for more greater information see the below link
