According to the previous year's cutoff, it is high at the outset of the counselling process. It will be amended because a seat became vacant following the last round of counselling, or it will be reduced due to a vacant seat. If this happens again this year, the cutoff for the final round will be lowered.

Hope you are doing well. In response to your query, there is no way that the cutoff can be decreased or reduced; it is entirely dependent on the institution or university; if seats are available, the cutoff can be lowered accordingly.
