when will the offline classes start for second year and third year bachelor of arts commerce and science start for colleges according to the latest UGC guidelines in Maharashtra

The UGC has said that the college's must complete their total admission procedure till 30th October 2020 but looking at the current stage of Maharashtra it seems hard for government to start college in October. November may be but eventhough it starts but there will still a restriction in contaminated zone like Mumbai, Pune and others .
