yes, the other state students can apply for KCET.but there is some eligbility criteriae i.e you must spent your last 7 years of education in karnataka.to check other eligibility and important dates of kcet,

Dear Deepika, To fulfil the eligibility criteria of KCET 2019, the candidate should have studied and passed from a recognised institution situated in Karnataka. The academic study from a state institute should be for a minimum period of 7 years, starting from 1st standard to 2nd PUC/12th standard as on July 1 of the exam year. So technically, if you haven't studied in Karnataka for a period of 7 years, you are not eligible for KCET.
