Which are the best IITs for M Tech in mettalurgical engineering & is their any chances to get placements after M tech ?
Tata Steel is the biggest recruiter in IIT Madras for Mettalurgical Enginnering.
Placements are also decent fir mettalurgy in IIT Madras.
The second option can be IIT Bombay.

Well I would say either IIT Madras or IIT Bombay. I am not pretty sure about IIT Bombay but I can give you some idea about IIT Madras.
IIT Madras is pretty good in terms of research. In particular over the past few years IITM has got new and young faculty who are working in the space of materials engineering and nano technology. The labs at IITM are state of the art and you get a lot of freedom in using the machines. If your long term aim is to do a PhD then a MTech at IITM will help you a long way in this. However if you want to work in industry then you might have a slight struggle.
Tata Steel is one of the biggest recruiter when it comes to Metallurgy from IIT Madras.
