All candidates of Indian Nationality are eligible to appear for NEET 2018. Non-Resident Indians (NRIs), Overseas Citizens of India (OCIs), Persons of Indian Origin (PIOs) and Foreign Nationals are also eligible to attempt NEET 2018.

You have government colleges and private colleges. In government colleges you get to have a seat, with a good rank, which is the free seat.
In private colleges you have the A category and B category, the A category are the students who has got the seat with a good rank and the B category are the students who buy the seat, i.e the management quota( the NRI quota).
Even to buy a seat you have to qualify neet.
