Yes, You can apply to the UPSC exams even if you are studying b. pharm. minimum qualification for the UPSC exam you must have graduated from any organized university.
And for you mentioned in the question there KPSC exam just like that many more exam like PSC exam, SSC Exam, and Defence Exam. You can get a government job in any pharmaceutical section.
