Which book is good for understanding theory and concepts in physics for class 12th and boards ?
Firstly, Physics is a logical kind of subject- where the more practical knowledge you'll use and the more logics you'll apply - the more easily you'll understand the subject. Keeping the basics clear and the concepts strong is highly important in Physics- because then only you'll gain interest towards the subject and can score good marks in it.
Well, go through the NCERT first, then you can refer Concepts of Physics by HC Verma (vol. 1-2) for easy and basic understanding of the concepts. Also competitive + board level questions are given in the reference book that you can practice to know the question-level-pattern. DC Pandey is another good reference book. You can refer either of the references for easy and quick understanding as these books have content given in a very simplified language.

you can follow Pradeep’s physics or S.L. Arora , because it is easy to understand , covers entire fully detailed syllabus of 12th (or 11th) and numerical section are also good.
but if you are preparing for any competitive exam like JEEMAIN, NEET and for other engineering / medical entrance exam then H.C. verma is good one.
if you are interested in more application based question then go for Resnick Halliday or university physics.
university physics and Resnick Halliday both are advance level book.
