which books and procedures should I follow to improve my verbal ability and fluency in english???

You would require 8-10 months for consideration and preparing well enough.
Join a coaching class like TIME, CpLC, Catking, Careerlauncher.
You should devote 4 months for full preparation and solve weekly mock exams. After that devoting 1month for mock tests for each section, and then 1month for all sections together. You would need to correct and recrify mistakes and weaknesses should be focussed. In the end, just revision and more mock exams will help you alot.
You should sokve more problems from bokks lkke Arun Sharma, RS agarwal, Chandresh agarwal. Try to give mock tests every week and revise them frequently to avoid mistakes. This was the weakest section when I was preparing for cat. I got 76 percentile in VA in 2015. I was really upset because I did pretty well in other two sections. But due to low percentile in va, I couldn't get call from some of the iims. I started preparing from basics. There was a book named How to prepare for Verbal Ability by Sujit Kumar. Now, I guess Pearson has stopped publishing that book. But you can get pdf online. I solved that book religiously, analysed my mistakes and made a word file of my mistakes. After solving thay book, I jumped on past mocks. Followed the same strategy. When I started giving mocks, then I found the change. My accuracy and my score had improved as compared to previous year. I learnt how to eliminate the options in rcs. On The Day, I gave Cat and scored 96% in va. I was really happy after seeing my scorecard.

In nutshell, cat is all about practice. It requires hell lot of practice, but in strategic way. Initially, start doing 2 rcs, 10 summary, 10 para completion and 5 pjs from any book which you find comfortable with. Always do analysis of your mistakes and make a note of that. Then jump on past mocks. If you start doing these things diligently, then verbal will be a cake walk.

actually I was a west bengal state board student till class 12, that's why i have some problem in fluency of english.....

See for your preparations of verbal ability section you start reading novels of good writers like Charles Dickens. You should also keep reading newspapers like Hindu which will help you in improving English and also keep you updated with current news.



Along with this you should start memorizing 5 words daily with their meaning and correct pronounciation which will help you in improving your fluency. Also start using these words in your daily conversations which will help you in memorizing these words.



In Verbal Ability section there is Reading Comprehension section and questions based on it does not have direct answers. So as to improve that part first reading books will increase your speed to understand quickly while reading and also try to analyse the thoughts of writer in different paragraphs. Most of the questions are based on the thought process of writer.



You have enough time before you appear in CAT exam so prepare regularly and you will improve your English pretty soon.

The perfect solution to master VA is Read! Read! and Read! as much as you can.



You have ample time time as you will be giving CAT in 2019. Start with fiction novels and newspapers whichever is comfortable with you as per your preferences and reading habits.



For newspapers you can refer to TOI, HT and similar ones and further upgrade to Hindu, Indian Express and ET etc.



For novels start with fiction and then upgrade to autobiographies, business books, psychology books, strategy books etc.



Also you should prepare from various CAT preparation books like one from Arun Sharma and other good books as they have questions to practice in all areas. You can also solve practice materials given by various coaching institutions.
