Which branch is best for engineering ECE or civil for government and pravite sector for girls in future

According to my opinion ECE is better than Civil in terms of placement and further studies.Although both are good for government sector but ECE is also good for private sector but from civil engineering there are not private job opportunities.From these two department you can also go for IES exam which is conducted by UPSC.

In government sector there are more jobs for CIVIL than any other Engg branch. Each year a large number of students give IES exam from Civil branch and that is the best shot in public sector for any undergraduate. But considering the private sector, the weighing scale turns in favour of ECE massively. There are hardly in recruiters for civil engineers in private sector barring few giants like L&T Construction, Reliance, etc. The chances of you getting in those is very less and that's not favourable. Coming to the ECE, the core jobs for ECE is very less in India because hardly there are companies utilising the true skills of ECE. Your best shot is at some of telecom companies, mobile companies, and software giants. Recently Samsung R&D have upped there recruitment for ECE graduates. I don't see what do you mean by "for girls". As I believe there is no job a girl cannot do. Still I must tell you civil engineer generally have a lot of on-site duties and works and required more physical work as compared to in Electronics industry. Also in any college ECE placement is much much better than Civil placements due to the flexibility of ECE to switch to coding jobs.
I would suggest you to choose wisely considering all the placement scenarios I have told and also what kind of work is required from those branches in future.
