Well College doesn't matter when it comes to becoming IAS. Definitely there are many good colleges and must be providing some sessions for UPSC but still you can do it once you have undertanding of what exactly you need to learn and how to learn. And if you really want colleges keeping in perspective IAS then go for good colleges in Delhi. You can join some private classes which is not necessary as you can do self study also. Every college is better for become a IAS. There are no limits of degree for IAS officer. So you can do honours degree, you can do medicine, you can do engineering, you can do Pharmacy etc and become a IAS officer. You have to give UPSC examination and qualified the prelim and mains examination. Then clear the mock interview and final interview round. Then your training occur and after that you become a IAS officer. So no college is mandatory for become a IAS officer. Just prepare yourself very well and crack the examination.
