You have stated that you are non-local for all regions but did not mention your category, so I am considering you belong to the OC category. I am considering you are from the MPC stream by default. According to the previous year closing ranks in various colleges for different branches, you can get these colleges(branches mentioned in brackets) with your rank:-
The BIPC cutoff for B.Pharma was about 11,000 last year and 35,000 in MPC stream last year. As you may qualify the MPC cutoff for B.Pharma , you may get these govt colleges for B.Pharma seat:-

- ANU College of Engineering and Technology, Guntur ( B.Tech Civil )- last year's closing rank for this branch was 31,931.
