Okay now let us first get to know two things. One college of your choice and other branch of your choice. Both are very different. If you are an extraordinary student, then you can get both. Then your question is solved. You crack JEE Mains and Advanced and go to premier IIT and take up Civil engineering. But the problem comes if you are an average or above average student. Then getting both is a bit difficult but not impossible. As I said, JEE mains and advanced is the first option of every engineering student. But if you cannot crack the latter, then there are NITs, IIITs and ISM. But also getting a branch of your choice is a bit difficult. You have to keep good rank for that. If you cannot crack JEE there are state entrance exams. Private colleges are there like VIT, SRM, KIIT, MIT, BITS, etc. These are all top private colleges in India and many others are there which has the civil engineering. But again getting the which rank will decide you'll get the branch.
Getting preferred college with preferred branch doesn't always happen. It might happen you go to good college but don't get civil or you get civil but not in a good college. Prepare yourself accordingly. If you want both.
