I hope you are doing good. With reference to your query, I would like to tell you that their are many colleges which comes under state university and have low fees than other college . Names of semi-govt colleges which comes GGSIPU and offer bca course are
1. IITM dblock janakpuri
2. Maharaja surajmal insitute janak puri
3. Ambedkar college geeta colony
4. VIPS rohini
If you have plan for masters than i advise you to bachelors from IGNOU(open state university) save your money and side by side start preparing for entrances of mca
