Yeah! both are different colleges, College of Engineering Roorkee (COER) which is on Haridwar Highway and second one Roorkee College of Engineering (RCE) Which is near Kaliyar,
and if You are looking for the better one then its totally depend on your budget if you can spend more then go on with COER, better in infrastructure as well as you will Enjoy a better Crowd.
Its a different scenario that both colleges are quite far from main city, but you will find better facilities near COER then RCE .

COLLEGE OF ENGINEERING ROORKEE is one of the well known private college in UTTARAKHAND. The fact is that unless you made into IIT’s, NIT’s or government colleges, all private college are at same level except those few colleges like BITS PILANI etc. But if you wanted to stay in UTTARAKHAND, than go for it only if you are not a placement seaker.
Yes you heard it right. In terms of placement the current condition of college is too poor. The management is not able to call even few decent companies. Either the company's are fraud or too bad to be placed in that. Few pool campus were good like Tech. Mahendra, HCL, Asahi India Glass. But they will show on their website as they had called the companies. So don't believe that. Feels students got placed by going individually for pool campus. So if you want a placement, than go for some other college.
But if you are planning for CSE or IT branch, go for it. Few coaching institutes(Raman Classes) in ROORKEE are best for GATE preparation in North region. But if you opting for other branches, than forget about placement or good coaching institute.
In terms of quality of education, It is far better than other private colleges in UTTARAKHAND. The faculties are not good enough but better than other private ones. The students are well disciplined and are excellent in co-curricular activities like sports, dance, singing, Band etc.
RCE is a fairly new addition to the mushrooming “Engineering & Technology” institutions trying to bank upon the name of Roorkee as an old engineering hub. It’s established in 2010, their placement record is patchy at best, from the data that is available its unlikely that they have a great placement track record, there are not even 100 public records of working professionals from that college. Whatever records are present point to conventional employers from local region, small ticket manufacturing operations and such. If placement support is a concern I would recommend that you try out other options, I suppose the only upside can be if you reside in the proximity of the college and you can save some funds on living expenses by living with your family and commuting to the college.
